The Indonesian government is moving closer to finalizing a crucial legal framework for artificial intelligence (AI) with the upcoming Presidential Regulation (Perpres) on AI. According to the Minister of Communication and Digital, Meutya Hafid, the initiative permit for the regulation has already been submitted to the Ministry of State Secretariat.
"Hopefully, soon we will have a Presidential Regulation or on artificial intelligence", said Hafid during the Indonesia Summit 2025 in Jakarta on August 27, 2025. The regulation is expected to include a roadmap for AI development and ethical guidelines to promote responsible use of the technology.
Final Stages of the Drafting Process
According to Deputy Minister of Communication and Digital, Nezar Patria, the draft regulation is in its final stages and is targeted for completion by September 2025. The drafting process began with an initial draft completed in July 2025, followed by public consultations in August and a harmonization process involving the Ministry of Law and Human Rights and the Ministry of State Secretariat.
The upcoming regulation aims to provide clear guidelines for AI utilization and risk mitigation. It will serve as a reference for those developing or implementing AI technologies while ensuring ethical considerations are upheld. This effort aligns with the AI Policy Dialogue Country Report, a collaborative initiative with the United Kingdom.
AI Roadmap and Ethical Guidelines
The regulation is part of a larger effort to finalize Indonesia’s national AI roadmap, a guiding document designed to assist ministries and agencies in integrating AI into key sectors, including transportation, healthcare, education, and finance. The roadmap, originally slated for completion in July 2025, outlines principles for adoption, ethical boundaries, and areas requiring special attention.
"We are only providing principles on how to adopt it, what can and cannot be done, and what needs to be anticipated", said Nezar Patria.
The roadmap development has included input from various stakeholders, such as the Japan International Cooperation Agency (JICA) and the Boston Consulting Group (BCG). The Ministry of Communication and Digital also invited public participation to gather input on the AI roadmap and ethical guidelines, a process that concluded on August 22, 2025.
Legal and Ethical Foundations
The draft Presidential Regulation will be closely tied to existing laws, including the Electronic Information and Transactions Law (ITE) and the Personal Data Protection Law. It also builds on ethical standards already outlined in Circular No. 9 of 2023 and other ministerial regulations. These measures aim to ensure ethical and adaptive AI development, keeping pace with global technological advancements.
The Ministry of Communication and Digital has emphasized that the regulation and roadmap will serve as a strategic foundation for governance and regulation of AI development and usage in Indonesia.
As the drafting process nears completion, stakeholders and policymakers alike are optimistic about the regulation’s potential to shape the future of AI in Indonesia responsibly and effectively.
